习近平总书记指出：“文化自信，是更基础、更广泛、更深厚的自信，是更基本、更深沉、更持久的力量。”监狱文化作为中国特色社会主义法治文化的重要组成部分，是社会法治文明的观照和彰显，更是推动监狱高质量发展的强大精神动力。
近年来，上海市新收犯监狱立足罪犯新收功能定位，精心设计、合理布局监狱整体环境，致力打造公正严明的执法文化和规训向善的服刑文化，为监狱高质量发展注入精气神、增添新活力。

综合运用宣传栏、宣传标语、宣传海报、黑板报等宣传载体，设置“新生从这里起步，回归在这里开始”“扣好罪犯服刑改造第一粒纽扣”“讲规范、立规矩、行规训”等醒目标语，把“规”字融入环境布置；新建“人”字雕塑，凸显监狱的教化功能，向罪犯持续输出正确的价值观念和舆论导向，帮助罪犯树立正确的人生观、改造观、服刑观。

围绕“讲规范、立规矩、行规训”，进一步规范罪犯“四操”“七相”“晨歌晚诵”标准，形成统一标准，并通过拍摄《罪犯一日行为规范教育示范片》进一步将标准可视化；坚持民警直接带队训练，开展“两个一刻钟”教育讲评，强化新收罪犯立规塑形，促进罪犯行为规范养成，为后续改造打下良好的思想和行为基础。

举办罪犯体育节、文化节、艺术节活动，引入“江南丝竹”、金山农民画、上海“面人赵”等“非遗”项目，常态化开展书法、太极拳、身心平衡术等文化矫治，创建艾滋病罪犯“丝”路“信”语帮教品牌，开展少数民族罪犯国语教学，强化“一监一品”文化建设，不断提升罪犯改造质量，努力实现润物无声,以文化人的目标。
